Are any of the dive boats in Thailand seaworthy?

There are so many dive boat accidents in Thailand I suspect the problem is systemic. What I mean is the safety certification process for passenger vessels being less stringent than other places. I've been on a few boats in and around Phuket and they were all overloaded. I really can't say I was comfortable on any of them.
