Most divers are not conservationists, they are consumers and they vote with their credit cards for FUN, not protection of marine wildlife and coral reefs.  It's all well and good to point a finger at a barge operator but those same hands are filthy with dive industry handouts.  That's why they always stop short of demanding the only viable solution for stressed and dying reefs:  No-dive, no-take marine reserves. Mention that at a dive industry trade show and you'll be lucky to get out of the building alive.
