At this point, the only appropriate course of action would be to fully protect the island as a no-dive, no-take marine reserve. Only those who have been authorized to protect the island should be allowed on it and all fishing and tourist boats should be forbidden from entering a 1-kilometer exclusion zone around the island. Anything less than that invites more trouble. |
