Begging your pardon, I was 12 years of age when I got by open water certification through PADI. My instructor was great and very safe. I was VERY capable at that age of handling a emergency: just as capable as any adult OWD, perhaps lacking slightly in strength to my adult counterparts, but I was always tall and strong for my age. I do NOT consider 12 to be too young of an age to learn to dive, but I think that the instructors need to evaluate wheather or not they think that the child is big/strong enough to do what needs to be done, and of course each instructor needs to decide wheather or not they feel comfortable teaching children to dive. Just my $0.02 worth.
