First, it only takes seconds to drown while scuba diving.  Whether your sister actually could have done more to save her husband depends on many factors including the dive profile, the conditions, her training and her experience.  Even the most experienced divers with rescue training may not be able to help a diver who encounters problems at depth. The buddy system enhances diver safety, however, it is not a fail-safe system and it can give divers a false sense of security.
