How fast can you drown if your scuba equipment fails...

My brother-in-law drowned while diving in Florida this past spring while diving with my sister. She is having tremendous guilt that she could have done more to save him. My question is, how fast does a diving buddy have to react in order to have a chance to save the drowning diver's life?
