Divers don't care about the Wave Dancer or safety...

I don't think divers really care about safety issues.  It's just not part of the consumer equation.  They want to know about price, discounts, accommodation, food and how many dives they get for the price. Most people would not know how to assess the relative safety of a scuba diving boat operator.  Fewer still would ever ask about a company's safety record. And since the Wave Dancer accident, dive tourism has been booming in Belize.  So it's not just the dive industry and Hughes and the government who turn a blind eye to negligence. Divers themselves don't care.
