I agree with Captain Norwalk--Hughes did everything wrong...

I think Captain Norwalk is right that Peter Hughes did everything wrong. According to the law, maybe the captain is responsible for the mistakes.  But I think most divers expect liveaboard owners to establish company policies that dictate how their employees, especially captains, respond to emergency situations.  Because Mr. Hughes didn't even bother to do that and also didn't even seem to understand that an approaching Category 4 hurricane is an emergency situation, I'm afraid I have to say that he is as much to blame for the deaths as the boat captain.
