Yes, it is sad that it is so easy to get away with killing 20 people. But the problem with trying to regulate businesses like Peter Hughes' is that his boats are registered in the countries were they do they're tours. They do this because it's much cheaper to for them. It would be really difficult to make regulations for all dive boat operations in every country in the world.
So where does that leave us the divers? At this point, divers must be more aware of the establishments that they entrust their lives to. It's important to the research! Call the Better Business Bureau, ask friends, ask the establishment what their policies are regarding emergency plans of all types (not just weather related), talk to the Coast Guard and to your local dive shops first before giving your hard earned money to anyone! Just because a company has a nice web site and huge, fancy boats, doesn't mean they've earned the right to your business.
Many large corporations tend to loose sight of what's most important in their business, the customer. Because without them, they wouldn't have a business. Peter Hughes will never get my business or that of my family. Too bad, we love to dive and so did my parents, Bill and Sheila Kelley! (killed on the M/V Wave Dancer)
