My impression is that the Peter Hughes company underestimated the danger of hurricanes, gambled with their customers' lives and lost. If you look at the decisions made during the 48 hours prior to the deaths, it was full-on holiday mode from the moment they left port to the moment the hurricane finally hit them and then it was too late. They were sitting ducks. The fact that Hughes issued a gag order on all staff and called in the corporate lawyers the day after the disaster to issue statements to the press and manage the business crisis, well, let's face it, this response does not bode well for the future of diving.
