shelter. Responsible dive operators law down the law and never leave decisions about safety precautions to the customer. Both the Wave Dancer and Aggressor captains should have evacuated the boats. The fact that those aboard Aggressor survived says more about how very, very lucky they were rather than how unlucky the Wave Dancer victims were. |
