Most novice divers we see these days appear to have never received any scuba diving training at all. They can't set up their equipment.
They don't know how much weight they need. They can't initiate a descent on their own. They can't control their buoyancy. They don't stay with their buddies. They breathe their tanks dry in a few minutes. They don't monitor their gauges.
What they can do is pay for dive trips but we don't want their money. We try to keep them off our boat by not accepting divers with the PADI Scuba Diver certification and also requiring a minimum number of logged dives depending on the dive sites.
