It's the instructor...

I think alot of it is the instructor but also how much the student is willing to study while not at the course. When I was taking OW I studied quite a bit on my own and even purchased a few books and magazines to become more familiar with diving, before I even ever got in the water!  About the instructor though, my instructor nearly drowned me because I was kind of slow when practicing buddy breathing so he turned off my tank. I'll tell you what after doing that a few times I was quick as heck getiting buddy breathing started! And yeah, I was kinda mad at the moment but afterwords I know it wasn't personal and he just wanted me to be a good diver.
