Rodney - AOW/Real Estate July 14, 2006 at 19:35:30 While there are no doubt good scuba instructors and bad ones, the quality of your diving course starts with the training agency.  They create the course, sell the training materials, establish certain standards and procedures that govern the conduct of the instructors and authorize certification of people who meet the course requirements.  The only thing a really good instructor can and should do with the PADI Scuba Diver course is reject it.
