I completely agree with Brenda that divers should be able to rely on their own skills to dive safely. If you get into trouble, the buddy system won't necessarily save you and neither will the divemaster. PADI is dead wrong--they should not  certify anyone as a "scuba diver" who cannot dive without supervision.
