You don't need a license to climb a mountain and that's the critical difference. The diving industry established a 'for profit' certification system and demanded that everyone abide by it if they wish to scuba dive with industry-controlled dive shops, liveaboards and dive resorts around the world. If you establish a mandatory certification system, you also have to establish minimum certification requirements. CDNN argues that PADI pushed the pendulum
too far in the "let's make more money" direction when they rolled out a certification course that substitutes supervision for adequate training. I agree. |
