The degree to which instructors control courses is overemphasized...

I completely agree with Roland.  The agencies and the dive shop owner have far more control over scuba diving courses than instructors and they often establish policies that cut corners. The PADI Scuba Diver course is the Open Water course with the corners cut off. That adds up to about half the OW course.  Now if the dive shop owner is also cutting corners, you've got two problems if you want to do it right.
