Can't YOU THINK FOR YOURSELF? Does your agency tell you that you have to teach every cert level? PADI does not dictate what I teach, I can teach any level I wish. Your the one who's sorry if you can't see it's just another marketing ploy. I've seen MANY STUDENTS OUT THERE THAT HAVE NO BUSINESS DIVING IN A POOL, much less diving in an ocean or a quarry and they've been certified open water and some up to dive master. Give it up there you have something against PADI and you can't let it go, so do yourself a favor and make sure YOUR students can dive responsibliity. When people start to complain the best thing they can do is make sure they aren't part of the problem...
