PADI certification is not the problem here...

It's with the instructors not the course. I don't see why people don't see that. I personally like PADI Open Water course for Recreational, because I follow their format. I've seen REALLY BAD IDEA, NAUI, SDI, YMCA and every other cert agency instructors teaching, what you get out of it is what instructors put into it. Bashing PADI isn't solving any problems, I personally don't certify anyone "Scuba Diver", and would never, but the idea I think is a step in a direction. You really need to get dive operators involved with checking certs and making sure that people can do the dives. Do not make the mistake that PADI is the bad guy/gal here, it's industry wide and that's the truth.
