I disagree with Ronald Donath--PADI Scuba Diver is not enough...

Ronald Donath attempts to justify the PADI Scuba Diver course by arguing that's it is not intended to produce competent divers.  But that's exactly the problem. No matter how much supervision you have, no matter how seldom you go diving, you are at risk.  That's why everyone who dives needs a certain minimum level of training.  Same with people who drive. Even if someone only drives a few times a year, and always carries a passenger "supervising" the driver, they still must comply with certain minimum licensing requirements.  Diving is no different.
