Which agency trained the diver doesn't really matter...

It doesn't matter if it's a PADI course, or any other agencies. Scuba diving is fun but it comes with risks. Is there a right way to do training? There are always two sides to an issue. I am a dive professional, who regularly conducts activities for certified divers. On the extreme side of things, I have been approached by novice divers, including PADI scuba divers, who are well aware of their limitations and on the other side, by divers from supposedly better agancies, supposedly trained well, but showed unsafe diving practices and arrogance, in and out of the water.
