People are expected to use their common sense...

Using this rationale, we would have to refuse people a driving licence in case they break the speed limit on our roads!! People are exected to use their common sense when embarking on any activity, be it diving or anything else!  If they know they have training and experience suitable for a 12m dive and embark on a 30m dive they have to understand that they are at increased risk.
