The quality of training is up to each instructor. I've seen students with only a resort course under their belts that were better divers than some "Advance" divers. I've also worked on a dive boat in a resort area for more than 10 years and I have seen all skill levels among newly certified divers and experienced divers alike. I have refused to certify some students because I didn't feel they were qualified to dive without an instructor present. The quality of diver depends not only the quality of the instructor but on why the diver wants to dive. The length of the course is only one factor that contributes to the quality of the diver.
