I think PADI recognises the fact that you can't mother people, and it is up to every individual to decide on their ability and proficiency, as well as diving establishments to thoroughly check customer's abilities (a C-card is not enough proof). At the end of the day every diver is responsible for two things: their own safety and the safety of their buddy. I think a lot of divers overlook these rules, simply to get wet.
