Don't bash the Coast Guard...

Apparently this idiot didn't follow the rules and/or didn't have any situational awareness and the Coast Guard shouldn't be blamed for his poor decisions.  The CG can't be everywhere at once and can't follow idiots to every dive spot along the coast - be realistic!  Everybody should be able to take care of themselves and know his/her limitations.  The taxpayers (that's you) said the CG shall be able to be on scene to any situation (search and rescue or law enforcement) within 2 hours - which, the CG was able to fullfill.

Your article seems like a complaint about the CG without any solutions.  Why don't you come up with any ideas to make the response time faster?  How about the City of Pensacola outfit the life-flight helicopters with hoists?  How about having a lifeguard sitting on a boat on top of the Oriskany with a deco-chamber on board? Or, why not a teleport machine to vaporize a diver to the emergency room?
