Searchers in wrong place--any solution?...

I recently watched a documentry on Robert Hewitt's ordeal. I was struck by the fact that due to strong currents, searchers were looking in the wrong place for most of the time he was missing. Are there any reliable search-and-rescue techniques for avoiding such problems, especially in environments with unpredicatable currents like Cook Strait?
