Why not ban harvesting red-listed and endangered species?

I am not against the decision of the CNMI to ban scubaspearfishing, as a matter of fact I encourage this approach with some consideration. I live on the neighboring island of Guam where it is still legal to scuba spear, but I do it as a subsitatnce form of harvesting. The biggest reason for me is that after a few of my friends had past on due to SWB (sallow water blackout) my wife refuses to let me spear fish by freediving. I can understand her concern and fear. She figures I stand a little more of a chance of comming home. And I was raised on breathhold diving as a kid. Like I said I am not against this ban with restrictions on types of fish and harvesting limits. Maybe this is middle of the road thinking but everytime I go out and come back I think how lucky my kids are to see me come home each and everytime.
