Statute of limitations or could Swain be prosecuted for murder in BVI?...

I am not a lawyer but I would think the verdict in Rhode Island against Swain would prompt authorities in the British Virgin Islands to reopen the case. Or is there a statute of limitations that would prevent them from doing so?
