Andre It is not necessarily expensive to launch a new dive business because actually dive centers do not necessarily require the equipment you have listed.  It really depends on how developed the local support infrastructure is for dive operators.  In well-established dive destinations, most dive center owners subcontract with compressor operators (who also own the tanks) and boat operators (who also own the boats). That leaves you with a start-up cost that includes instructor certification, five or six sets of used scuba diving equipment and a do-it-yourself web site.
