No excuses for safety lapses in the Caymans...

It has been about three years since I dove in the Cayman Islands while on a holiday cruise.  There is always some excuse, and it usually is blamed on the diver which in my oppinion is wrong. Dive operators should be checked to insure they are throughly trained in every aspect of the diving. Operations such as air fills should be inspected on a quarterly basis to insure that tanks are not be filled with contaimed air. Boats should have emergeny equipment in good working order, including oxygen and first aid for injuries.  There should be someone one watching the water at all times.  This country is controlled by the British government. They are responsible to ensure that tourist live to dive another day.  No excuses...
