BSAC is killing people...

If BSAC is actually "the better and safer diver training agency", why was a novice diver allowed to dive in cold water with an oversized semi-dry suit. A beautiful young woman still learning to scuba dive and with the best years of her life yet to come is dead because BSAC failed to look after her. Was there a dive marshall there supervising the dive according to BSAC rules? If so, he/she should be charged with murder.
