Anne E has some very relevant points to make.  I'm not so sure about Curtis, since nobody has stated that PADI was in anyway connected with Lesley Clarke.  The main issue is whether the BSAC incident report has any value? I suggest that collating data and producing a report will always be better than not doing so, I don't understand how anybody can disagree with that!
