If BSAC have it right, why is their membership declining so rapidly?...

By all accounts, the sport of scuba diving has been booming for at least the past 10 years. Yet during the same interval when millions of people learned to dive and when BSAC's membership should have at least doubled to more than 100,000, the organization suffered a severe decline from an all-time high of 52,364 in 1995 to only 37,185 in 2005.  You don't have to be a rocket scientist to understand what those numbers mean and conclude that BSAC's nationalism theme ("the water is different in the UK, etc") has been a colossal failure everywhere including the UK.
