local you have to go further away to see that this is practiced all over the world. Has anyone been to Saipan or Guam? go there and if you are not a local or able to show a card that you are a US citizen you will be charged a tourist (i.e. Japanese) rate for all activities you join. I am English and had huge arguments with operators to get local priced diving and other things. Been to Hawaii ? if you are Japanese you are given the Japanese menu which shows charges higher
than that on the "american" menu. China until recently had a policy of charging foreigners more for pretty much everything including air fares and hotels. So it happens everywhere. The point is that the travellers need to be wise to it and refuse to pay these mark ups, most of the times the operators will accept the "local" payment rather than lose all together, but put yourselves the shoes of the people that run these operations,
