Why was a novice allowed to dive at Yongala?

The media reports reflect the question of murder by her husband. However one major question arises from the reports that Tina is quoted as a novice diver with only one or two dives experience.

I have just logged onto the Yongala's web site where it lists the minimum experience requirement as per below:

"What diving experience is required? An open water certification and 6 logged dives with deep dive training is our minimum requirement for this dive (see below). The Yongala is an intermediate dive site and it is recommended that divers should be comfortable in conditions which can sometimes be challenging"...............

Clearly Tina Watson did not meet the minimum requirements re dive experience. It appears that whoever authorised Tina to dive at the Yongala, may have overlooked her inexperience.

Perhaps her husband is innocent after all.
