Why no transponders?...

I remember reading a CDNN article a couple of years ago in which Wayne Hasson was promoting the Aggressor boats as the better, safer liveaboards thanks to his decision to equip customers with EPIRB transponders in drift diving areas

Seemed like a no-brainer. It's fairly cheap technology, which even small dive ops can afford, and it provides a safety net that would save lives.  So why weren't the Okeanos Aggressor divers wearing the transponders?
